- City of Vienna resilience lead: create a single ranked heat, pluvial and residual-flood project list for the municipal adaptation plan.
- Public works and Wiener Linien: adopt design triggers for sponge streets, inlet maintenance and station-entry flood protection.
- Finance lead with Austrian/EU partners: package LIFE, ERDF and national climate-fund applications with MRV and local co-finance.

Wiener Linien station entrances, tram corridors and Gürtel/Wienfluss underpasses exposed to cloudburst flooding, Gründerzeit and Gemeindebau housing clusters in Favoriten, Ottakring and Brigittenau exposed to heat stress, Danube, Donaukanal and Wienfluss utility nodes, wastewater assets and emergency access roads exposed to residual flooding
Equity approach
Target cool rooms, shaded routes and building retrofits first where heat exposure and social vulnerability overlap.
